What white noise is

White noise is random sound with equal energy at every frequency, the way white light holds every colour. Because the ear picks up more detail in the high range, it sounds bright and hissy, like radio static, a running fan, or an air vent. It is the flattest and sharpest of the noise colours.

People play white noise while they work or study, to mask voices, traffic, or a snoring partner in the next room, and as a steady background while they fall asleep. Its hiss covers sudden sounds well, which is why it is so common in fans and sound machines in bedrooms and offices.
